SPRINGFIELD — Illinois residents may soon be able to get cannabis and other related products delivered to their doors.

The bill, House Bill 2557, introduced by Representative Sonya Harper of Chicago, would amend the Cannabis Regulation and Tax Act by requiring the state’s Department of Financial and Professional Regulation to issue delivery licenses to cannabis businesses in the state.

The legislation has been referred to the House Rules Committee. At this time, Harper remains the sole sponsor of the legislation.

The bill would require applicants to submit a nonrefundable $500 application fee, starting on Jan. 1, 2026, and would also require identifying information of those leading the delivery organization to be submitted to the state. Each officer of the organization would also be required to undergo background checks through the Illinois State Police.

Additional information such as copies of local zoning ordinances and permits would be required. All local zoning laws would be required to be adhered to. The bill would also require organizers of the delivery services to be residents of Illinois for at least five years and provide proof of residency.

All employees and organizers of a delivery organization must also be at least 21 years old. The bill would give licenses exclusively to social equity applicants and require a diversity statement of up to 2,500 words of how the organization plans to practice diversity through operation and hiring.

The legislation would also create a database for all cannabis products delivered by the organization and would require weekly submissions. The cannabis would be required to be stored in a locked container that is not recognizable to the outside and must be securely stored within the vehicle.

All delivery drivers must undergo a background check with the state and carry a card with their legal name stating they are permitted to deliver cannabis products. Any losses or theft of products must be reported to the state police within 24 hours.
