Why did the United States care so much about the Iraqi invasion of Kuwait in 1990, going to war for it and labeling Saddam Hussein an evil dictator, but today we don’t seem concerned about Russia invading Ukraine nor do we want to call Putin a dictator or evil man?

Were things different back then? Did the US have more reason to fear Iraq and its possible expansionist aims than that of Russia in the 2020s?
