The Commission has disbursed €58 million in grants to Luxembourg as its second payment under the Recovery and Resilience Facility (RRF), the centrepiece of NextGenerationEU.

On 18 December 2024, Luxembourg submitted its second payment request under the RRF to the Commission. The request covers ten milestones and targets related to three reforms – in skills development, affordable housing, and quantum communications – and five investments in transport electrification, digitalization of public services, health, and housing.

On 2 May 2025, the Commission issued a positive preliminary assessment of Luxembourg's request. Following the favorable opinion of the Economic and Financial Committee of the Council, the Commission decided to disburse the funds.

Luxembourg's overall recovery and resilience plan is financed by €241 million in grants. To date, €90 million has been disbursed, representing 37% of the total plan funds, with 57% of the plan's milestones and targets successfully achieved.

As for all member states, payments to Luxembourg under the RRF are performance-based and depend on its implementation of the recovery and resilience plan.
